    Mr. Rogers manages the entire EB-5 program for all business activities within the United States, China, South Korea, Vietnam and Mexico.  Mr. Rogers has a diverse background, with experience in business development, project finance, underwriting, strategic foreign partnerships, building design and construction, project management, as well as the development and financing of multi-family, retail, office, hospitality and industrial properties.

    Mr. Rogers is a licensed Texas Real Estate Broker, specializing in commercial real estate.  He is a member of the Urban Land Institute, the International Council of Shopping Centers, and the National / Texas Association of Realtors.  Mr. Rogers holds a B.S. degree in Mechanical Engineering, an MBA and a Doctorate of Jurisprudence.

  • Encore Enterprises, Inc. (Senior Managing Director) Rgional Center Platform / EB-5 Funding -- 01/13 -- 02/14

    Director of all EB-5 related activities for Encore Global Investment Management, LLC., a Division of Encore Enterprises, Inc., a Dallas-based real estate development and investment company.  Responsible for the development and implementation of the nation’s largest EB-5 Regional Center platform – with ten Regional Centers approved, and eight Regional Centers pending approval by the U.S. Citizenship and Immigration Service (USCIS).

    Led a team of experienced attorneys, certified public accountants, economists, financial planners, financial analysts, and marketing specialists while managing the day-to-day activities of the Encore Global division.  With a focus on the safest EB-5 real estate projects, negotiated with hundreds of EB-5 investors from multiple countries (China, Vietnam, South Korea, Japan, Taiwan, Mexico, and India), as well as real estate developers throughout the U.S. who wish to offer sound EB-5 real estate opportunities to the global market.

  • Realty Appreciation, LTD. (Real Estate Director / Chief Sustainability Officer) -- 11/06 -- 12/12
    Urban Living Laboratory: Director of all real estate and construction activities for a high-profile, $150 Million, mixed-use real estate development. Managed the architectural, civil, mechanical, electrical, plumbing and landscape design of the entire master plan. Eagle Mountain Reserve: Sourced the equity partners and negotiated the all-cash acquisition of a 114-acre hilltop site on Lake Buchanan (near Austin, Texas). Obtained County approvals for a new, high-end subdivision for a resort-style community known as Eagle Mountain Reserve.
  • Excella Group, Inc. (Real Estate Broker / Consultant) -- 7/04 -- 11/06
    Cross River Mixed-Use Project: Provided consulting services to the owners of a j75-acre mixed-use delepment in West Dallas, at the base of the new Margaret Hunt Hill Bridge. This project will be a $1.6 Billion development. Sapphire Inspired Living: Provided consulting services to the owner of a new 335-unit, Class-A multi-family apartment complex in downtown Arlington, Texas, adjacent to the University of Texas at Arlington. This project will be a $35 Million development. Garden District Shopping Village: Provided consulting services to the owner of a f$10 Million power center, including center layout / design, development financing and marketing services.
  • Ridium Capital, LLC (Managing Partner / Real Estate Financing) -- 01/02 -- 07/04
    Provided transaction and financial structuring, due diligence, credit analysis, collateral analysis, negotiation support and general deal advisory (including financial modeling and other financing-related analysis). Raised over $25 Million in equity for various real estate projects.

Sourced, selected and managed the architect, engineers and general contractor for a $150 Million mixed-use project.
